Licuan-Baay is a 5th class municipality in the province of Abra, Philippines. According to the 2000 census, it has a population of 3,812 people in 723 households.

[edit] Municipal Activities

The Binongan Tribe Fetival has a major event in the municipality since its inception four years ago, headed by the Abra Guimpong Association (AGAS) President Samuel Dapapa Sr. All of the games are unique in its own especially to the people belonging to the tribe not only in Licuan-Baay but in different municipalities that surrounds it.

The Tinguian Festival is held in Baquero annually but due to poor management of some officials and especially the chairman of its Sanguniang Kabataan, it is temporarily unheld for two years. Ayo ta Licuan-Baay is the most awaited part of the fest because of the festival of native beauties coming from different barangays.Tumalip has garnered most of the awards, and mostly grabbed the overall.
