The Lhengye Zhungtsog is the council of ministers or cabinet of the kingdom of Bhutan. Candidates to the council of ministers are elected by the National Assembly, and serve a fixed five-year term. The cabinet is headed by the Prime Minister who is the head of government. The post of Prime Minister rotates each year between the top five candidates securing the maximum votes.
