Flora Minnie Leone Bagnall CM OPEI is a farmer, teacher and former Member of the Legislative Assembly of Prince Edward Island.

She was first elected on April 23, 1979 to the Legislative Assembly of Prince Edward Island, representing the 1st Queens district. She was re-elected in 1982, 1986 and 1989. She was appointed Minister of Education from October 28, 1982 to May 2, 1986.

In 1994 she was made a Member of the Order of Canada and awarded the Order of Prince Edward Island in 2005.
