Leonardo A. Quisumbing (born November 6, 1939) is an incumbent Associate Justice of the Supreme Court of the Philippines. He was appointed to the Court by President Fidel Ramos in 1998 and currently ranks as the most senior Associate Justice in the Court.

Hailing from Masbate, Quisumbing was a prominent campus figure as an undergraduate student at the Manuel L. Quezon University and as a law student at the University of the Philippines. While at U.P., he was the President of the University Student Council, the President of the Student Councils Association of the Philippines, and an editor of the Philippine Collegian. He earned his law degree from the U.P. College of Law in 1966. He pursued post-graduate studies at Cornell University, obtaining from there a Master of Laws degree.
After a stint in private practice, Quisumbing joined the administration of President Corazon Aquino as Undersecretary for the Department of National Defense. During the administration of Fidel Ramos, he would first serve as Senior Deputy Executive Secretary before being appointed as Secretary of the Department of Labor and Employment. It was from the DOLE that he was appointed to the Supreme Court on January 27, 1998 by Ramos.
Quisumbing is married to Dr. Purificacion V. Quisumbing, the present Chairperson of the Commission on Human Rights.
