Kostanai (Қостанай; alternative spellings include most adequately Qostanay, but also Kostanay, Qostanai, and Kustanai.) is a city located in the northern part of Kazakhstan, in Central Asia. The population living in Kostanai is 223,600 people. Kostanai is the capital of Qostanay Province. (map)

In Kostanai there are 8 higher educational institutions. There are also 22 colleges in which over 12,200 pupils are taught. In 2002-2003 year there were 723 schools open, with a total number of 155,500 students. The state network of culture totals 380 libraries, 201 club establishments, 8 museums and 2 theatres. There are numerous athletic facilities: two sports arenas, 26 stadiums, 10 sports complexes and 567 sports halls.

Kostanai is rich in objects with a historical-cultural heritage. The regional center includes the Sunni Muslim mosque, the Building of Regional Administration, Kostanai State University, Altynsarin Regional memorial museum, the Kazakh Drama Theatre, the Central Square, and the railway station. Historical monuments include: I. Altynsarin monument, the Bust to Two Heroes of Soviet Union (I. F. Pavlov and L. I. Beda), the A. Baitursynov monument, the Memorial complex of memory of victims of the Second World War, A. Imanov bust, L.I. Taranu Bust and the B. Majlinu Monument.

The city of Lisakovsk gets water from the Verhnetobols water basins (underground volume totals 814 million cubic meters). Regional centers Sarykol, Karasu, Uzunkol are supplied with water with Ishim water supply line and Sеrgeevsk water basin which is on the territory of the North-Kazakhstan region. 12 big water supply lines on the territory of Kostanai region give water to more than 220 settlements and 5 regional centers. Water delivery of other areas is carried out from local sources (deposits of underground waters).

The Kostanai oblast climate is continental, with strongly pronounced alternation of four seasons. Average temperatures: January: -18 to -19 °С, July: 19 to 22 °С. In the winter, the temperature can be as cold as -25 to -30 °C. In summer, the temperature can reach 30 °C. Annual amount of precipitation is 300-350 mm in the northern areas and 240 to 280 mm in the south. The growing season is about 150 to 175 days in the north and 180 days in the south.
