The station is locally-owned by Chelsea Street Video Productions and produces local programming, including daily newscasts. The call letters "KLBC" are pseudo call letters used by the owners, and are not authorized by the FCC.

The station produces a local newscast, called Nightwatch News, aired nightly at 5 PM and repeated at 10 PM. plus a local morning program, called The Morning Show Live, and a 15-minute noon newscast, News@Noon.
