The Kjell letter could be used in Swedish as well, though in (almost) all dialects there is no risk of confusion with skj since it is pronunced differently from how it is pronunced in Norwegian.
NB: In the northern 1/3 of Sweden and in Värmland (totally about 10% of Sweden's population) they use the same pronunciation of skj as in Norwegian, so there they may have the same dilemma of confusion between kj and skj as in Norway. Thus, the letter Kjell may have a use there too.
