Basically, my idea is to leave a message on the talk page of a user who contributes to Wikipedia in a language other than English. That is, suppose someone creates an article which exclusively uses Dutch text. I would go to that person's talk page and add something like
===Hello=== You recently created a Wikipedia article at [[Voorbeeld]]. Unfortunately, this is the English Wikipedia, so content written in other languages is not suitable. If you would like to contribute to the [http://nl.wikipedia.org/wiki/ Dutch Wikipedia], which is exclusively for your language, please create an account there. Thanks.
And then let's say that there already is an article about the subject they have written about. In that case, the following would be added to the message:
P.S. The topic you have written about has already been started [http://nl.wikipedia.org/wiki/Voorbeeld here], you may edit that article.
[edit] Template
The template would be something like this {{foreignlang|nl|Voorbeeld|Voorbeeld}}.
- foreignlang would be the name of the template, and it would take a minimum of 2 args (the 3rd optional arg would be used for the P.S.)
- The first arg would be the two letter symbol for the language they used
- The second arg would be the article they created.
- The third arg would be the name of the article in the Wikipedia of their language
