The diagram is a subjective, kinesthetic impression of the position of the mouth while pronouncing monophthongs which occur in broad transcription of General American English: the position of the mouth perceived synaesthetically as a vector pointing in a certain direction. In the diagram the vectors are shown as spokes. (Note: by "position of the mouth" is meant especially the position of the upper jaw with respect to the lower jaw.)

The caret is a traitor: it is actually a /ɐ/ and it is ordinarily (non-phonetically) written as a 'u', so it should be expected to be located at the 6 o'clock position in the wheel (next to /u/) instead of at 12 thirty. Had it not been for this betrayal then schwa's company would have been quite harmonious.
