Kiangsu-Chekiang College (Shatin) is one of the secondary schools in Shatin District.

From 01.09.06 through 30.11.06 (and perhaps even beyond this date) a one Mr. John Irving Moustakas was working as a 'teacher' of English at KCC Kiangsu-Chekiang College (Shatin), 7 Fung Shun Street, Shatin, N.T., HK.
This was despite the fact that, as well known by the principal of KCC, Mr Chan Hon Ling (who met Moustakas in Singapore, and with whom at first, in fact, John Moustakas was actually residing in Hong Kong), Moustakas did not hold a HK ID card or employment visa (nor, it seems, did he ever make any attempt to obtain either).
In addition to this, at the very best, Moustakas only held a 30-hour TEFL 'certificate' and, when pushed by fellow staff members to prove he indeed did have the countless higher degrees he frequently boasted of verbally, he proceeded to submit an obviously fake degree certificate referring to a BA in 'Humanities' from The University of Southampton, UK, with a graduation/award date of 1977. The institution in question, however, will confirm that their establishment has never awarded a degree in this discipline to anyone by this name (and indeed have already done so). Somewhat unsurprisingly, Moustakas never actually did submit any documentation in support of his claim to possess a Masters degree in Classics.
This 'standard' (if it can be termed that) of 'teacher' recruitment is hardly becoming of a so-called Band 1 EMB school in Hong Kong in 2006, but rather smacks of some far from legitimate private training centre in some tin-pot dictatorship in the Third World.
It is also interesting to note that of the four full-time NETs employed by KCC Kiangsu-Chekiang College (Shatin) in September 2006, Moustakas was – perhaps not wholly coincidentally – the only one not to be interviewed by the English Panel, Ms. Lee Shuk Ling (aka 'Mabel'). It cannot be claimed that Moustakas was unavailable for an interview, as all he would have had to do would have been to obtain a lift to the school from his flatmate, viz., the principal Mr. Chan Hon Ling. Besides, even if he was genuinely 'unavailable' for an interview, how did he secure employment at KCC if not (solely and exclusively) through personal connections with the principal?
We should also note at this point that even students at KCC Kiangsu-Chekiang College (Shatin) realised that Moustakas was not a teacher (or even a sane being) and so approached the vice-principal to raise their (very real) concerns. This of course is not at all surprising, given the topics of Moustakas' outbursts, which ranged from general, generic violence, through to prison rape, the size of breasts of German females, the frequent need to strike children in the name of discipline, how he had actually struck children in China, bribing students with sweets, using derogatory nicknames to address students, his 'personal' (and Masonic) 'relationship with Mr. Chan, the principal, astral travelling, and, believe it or not, time travel. This was not evoking time travel in the abstract as a physicist may refer to it, however, but rather, this was a declaration that Moustakas himself had travelled through time. Things such as this were stated aloud, in the staff room whilst it was full of teachers, and students visiting teachers, on a frequent basis. Indeed, it was a common routine.
Moustakas, for example, frequently expressed aloud how he had been 'brought in to turn the school around'. When asked what magical qualifications and experience he possessed which would make this possible however, he would merely begin to shout and threaten the dissenters with actual physical violence. In any normal work environment, such ludicrous outbursts would engender nothing save for a letter of termination of employment; at KCC Kiangsu-Chekiang College (Shatin) however, the reaction was reminiscent of an inert element. Some teachers - including one NET teacher who should have known better but who was willing to sacrifice his professionalism for a handful of silver - would simply leave the room, but most would pretend not to have seen or heard anything unusual, let alone incriminating.
I should add at this point that, after a few weeks of being 'employed' (if, indeed, it can be called 'employment') at KCC Kiangsu-Chekiang College (Shatin), John Irving Moustakas began driving himself to work in the principal's (Mr. Chan's) second car. He claimed that he had bought it from the principal Mr. Chan Hon Ling, but, as even a cursory check with the vehicle licensing department evinces, the automobile in question was still in Mr. Chan's name, and Moustakas was even driving on Mr. Chan's personal insurance, on a Greek Cypriot ID card, no less. (Moustakas claimed that if he applied for a HK ID card then he would be unable to drive to work, and that he would have to apply for a British, or International, driving licence, and that is why he could not commence an application for an employment visa or a HK ID card).
We should note that, although a normal, sane, responsible adult – and a rational person – would simply retort with 'Which is the more important, driving to work or being employed legally?', this pathetic excuse for not applying for and securing either an employment visa or HK ID card was accepted – indeed, propagated – not only by John Moustakas himself, but also by his keeper and flatmate, the principal Mr. Chan Hon Ling (who frequently boasted that Moustakas was his 'Gweilo bit of rough').
We should also ask how Moustakas, after he moved out of Mr. Chan's home, came to eventually rent his own accommodation. After all, given that he possess neither a valid employment visa nor a HK ID card this should not be at all possible, at least not legally. All landlords and agencies are required to perform such checks on potential tenants. When we take even a brief look at this question, however, we soon see that Moustakas did not so much rent his own accommodation, as more have it rented for him by the principal, Mr. Chan Hon Ling.
Mr. Chan took the accommodation out in his name, and then, as it were, sub-let to Moustakas (or rather, simply let him stay there). It even seems that the principal, Mr. Chan Hon Ling, actually paid the deposit on the said accommodation for Moustakas. This was done, of course, as Mr. Chan is all too aware of regulations regarding renting and letting property in Hong Kong . Whatever the reasons were, however, it should be abundantly clear that the principal, Mr. Chan Hon Ling, was not only party to fraud and deception, but actually instigated a good deal of it.
Furthermore, it transpired that Moustakas was unable to provide a single employment reference, or indeed, even so much as a confirmation of any previous employment. Considering his (forged) degree certificate was dated 1977, this is somewhat disturbing to say the very least. In short, he could not account for any of the last thirty years (save for some fairy stories about 'travelling around India'). Interestingly, when asked to show his passport to demonstrate his putative time in India , however (such an extended time in India would require numerous border check stamps, etc.), it was not forthcoming. The reason, we were told, was that the passport in question – that held the stamps which could prove Moustakas had indeed spent such an amount of time in India, had been accidentally destroyed in the wash, and so a replacement had had to be sought.
Also, there are worrying reports of Moustakas only fairly recently being released from prison, where he served considerable time (in excess of a decade) for an extremely violent crime. Also, there is evidence that there has been a fairly recent change of name on the part of John Irving Moustakas, and perhaps even two changes of name, with the other occurring much longer ago.
Perhaps most worryingly, however, is the fact that during his time at KCC Kingasu-Chekiang College (Shatin) Moustakas was paid in cash, thereby circumventing any tax liability. This took the not only the involvement of the principal Mr. Chan Hon Ling, but also required the co-operation (and silence) of a whole string of administrative workers at the school. In short, numerous people were party to (and thus guilty of) what is obviously downright fraud and deception.
If evidence is required that John Irving Moustakas (or whatever his real name is) was at Kiangsu-Chekiang College (Shatin) in the capacity of a teacher, one need merely ask Mr. Archie McGlynn (Director, Hong Kong Schools Self-Evaluation Network). Mr. McGlynn personally observed, and gave feedback on, a lesson given by Moustakas. Given his professional statue and standing in Hong Kong, I do not believe that Mr. McGlynn will be as willing as the teachers at KCC Kiangsu-Chekiang College (Shatin) to play deaf, dumb, and blind.
Teachers at KCC do not have any self-respect and value the (falsely perceived) security of their monthly salary over their professionalism. One wonders how they look themselves in the mirror in the morning knowing that their silence allowed a mentally ill criminal with a fake degree to have access to students for considerably longer than he should have. How would they like it if their children had a teacher like Moustakas but teachers at the school their children attended kept silent? Teachers at KCC Kiangsu-Chekiang College are cowards. All of them, though especially the English panel should have gone straight to the Directors and the EMB.
Of course, from one point of view it is totally understandable why both the local teachers and one of the NETs failed to take any action whatsoever against Moustakas. Not only are they simply cowardly, but most if not all of them are totally and wholly unemployable (and they know it). If they were to lose their post at Kiangsu-Chekiang College they would most likely have to begin to flip burgers for a living. Some 40% of the local staff do not even possess a basic Bachelors degree!
The school itself is now under investigation by, among others, the Immigration Department, the Inland Revenue, and the EMB.

The school is one of the four schools established by the Kiangsu & Chekiang Residents (HK) Association. When the school first opened in 1978, the permanent premises were not ready owing to a delay in the construction work. Classes had to be conducted on the school premises of the TWGHs Fung Wong Fung Ting Secondary School. In August 1979, the school moved into the present premises.
In 1982, the school was converted from a private capitation secondary school into a government aided secondary school.
In the years that followed, the government, the Association and the School Management Committee have continuously supported the school by providing professional advice, technical assistance and financial resources. The past two decades, therefore, have witnessed remarkable progress in the school development with respect to the students' academic achievement, moral standard, teaching facilities and equipment.

“Orderly and Respectful” is the school motto and a code of behaviour is set for the students to follow.
The education philosophy is based on the following three principles: that equal significance be put on moral, intellectual, physical, social and aesthetic development, equal emphasis laid on arts and sciences and equal importance attached to learning Chinese and English. It aims to provide a high-quality, all-rounded education so that the students can have the best opportunity to study, develop their potential to the fullest and acquire positive attitudes and values towards work, life and the community.
[edit] Information Technology in Education
The School Administration and Management System (SAMS) has been adopted and efforts have been made to strengthen the related facilities, for example, installing nodes in the school campus and using broadband network in order to gain faster access to the Internet.
Both teachers and students can have access to the Internet via the developed intranet system in the school. In addition, educational CD-ROMs have been purchased for teaching purpose and projection screens are installed in classrooms, special rooms and the assembly hall.
There are about sixty computers and each teacher of the school is provided with a notebook computer which can be connected with the projectors and TV sets in the classrooms. About one hundred and twenty computers are available on loan for needy students of the school. All teachers and students are given free e-mail accounts.
To provide students with easy access to and arouse their interest in information technology, the Computer Rooms are open to the students during lunchtime and after school. Guidance from staff is available.
In 2001, the staff have all completed the school-based information technology elementary, intermediate or advanced training courses and reached the IT standard set by the government. Meanwhile, information technology is widely applied to the teaching and learning of different subjects.
[edit] School Facilities and Resources
There are twenty-six standard classrooms, two lifts, an assembly hall, a library, two playgrounds, four laboratories and a number of special rooms like six computer rooms, a student activity center, a dancing room, interview rooms and a broadcasting studio. There are also facilities for the physically disabled. The assembly hall, the library, classrooms and special rooms are all air-conditioned. A computerized roll call taking system and an information booth have been installed. The opened playground is surfaced with all weather flooring. All these aim to provide an ideal teaching and learning environment.
