Primarily, the term kerberos is a reference to Hades' three-headed watchdog of hell in the Greek mythology. It is also used to designate the Panzer Cops.

Kerberos Saga Rainy Dogs is the follow-up of the 1988~2000, 2-volume manga series Kerberos Panzer Cop which was illustrated by Kamui Fujiwara (Studio 2B) and written by Mamoru Oshii. The first volume was released in the United States, Canada, Germany and the United Kingdom as Hellhounds: Panzer Cops. The series is known in Chinese speaking countries as 犬狼傳說.

The elite sniper Eito Kurosaki (黒崎英斗) aka "Afghan Hound" is sent after the exiled Kerberos Koichi Todome (都々目紅一) who led the Kerberos Uprising. The once brothers in arms are now deadly ennemies.
