Moved the following here:
- Currently the West Rail provides local service on its own. No inter-city service is offered, making it effectively more like a metro instead of a commuter railway, although it was built in commuter railway standard, and was expected to accomodate other trains in future.
The distinction is not entirely clear (and useful), and at least some viewed that the metro should be primarily underground. Furthermore West rail is intended to join East rail as an integral system which is regarded as a sub-urban system crossing non-urban areas.
