Kathleen Vaughan Wilkes (June 23, 1946 - August 21, 2003) was a philosopher and academic who played an important part in rebuilding the education systems of former Communist countries after 1990.

Kathy Wilkes became a fellow of St Hilda's College, Oxford, in 1973, and was a lecturer in philosophy in the University of Oxford for the rest of her career. She worked, often in secret, for the education systems of eastern Europe.

Following the collapse of their political regimes, especially that of the former Yugoslavia, she worked to try to restore their academic standards, spending time in Croatia, where she was honoured with a doctorate from the University of Zagreb.
