Kasandra Shepherd

Kasandra Shepherd was a three-year-old girl, who was killed by her abusive step-mother Maria Shepherd in 1991, in Brampton, Ontario.

Her death resulted in a major judicial inquiry, which determined that the local Children's Aid Society had failed to protect her from her stepmother's abuse and recommended a number of changes to Ontario's system of child protection as a result.
