Karen Shepherd (born July 5, 1940) was a Democratic member of the United States House of Representatives from Utah.
Shepherd was born in Silver City, New Mexico. She graduated from the University of Utah in 1962 with a B.A. and Brigham Young University in 1963 with a M.A. and served served in the Utah State Senator for the 1st Senate district from 1991 to 1992. She was elected to Congress in 1993 and represented Utah's 2nd district from January 3, 1993 until January 3, 1995.
