Justine Elliot (born 29 July 1967), Australian politician, was elected to the House of Representatives as member for the Division of Richmond, New South Wales for the Australian Labor Party at the 2004 federal election.

Elliot was born in Brisbane and was educated at the Queensland University, where she graduated in arts. She was a Queensland police officer 1990-97 and was later Juvenile Justice Conference Convener with the New South Wales Dept of Juvenile Justice. Elliot also holds a Graduate Diploma in HRM & Industrial Relations from Griffith University.

At the 2004 election Elliot's victory in Richmond over the National Party's Larry Anthony, a minister in the Howard government, was one of the few bright spots for the Labor Party. Richmond was once a very safe National Party seat but has grown more winnable for Labor as it has become urbanized, and as rural and coastal properties have been occupied by people moving from the cities.
