The episode starts with Killer Croc selling the Penguin a stolen gem in the backstage of the Iceberg Lounge, when Two-Face enters to discuss some matters with the latter. Croc and Two-Face are escorted out of the backstage as Penguin safeguards his recently acquired gem in a safebox. Then, he's confronted by a tall, ominous figure dressed in a judge's robes and wig, wielding a broadsword, who accuses him of posing as a legitimate businessman while he's still a criminal. Finding his bodyguards subdued, he tries to escape, but the vicious figure, calling himself the Judge, unties a massive penguin effigy, which rolls forward and crushes Cobblepot. The next day, District Attorney Corcoran endorses the Judge's activities and tells he approves his more violent style of crime-fighting.

Several villains fall under the Judge's clutches, including Killer Croc (who is nearly killed by a gigantic gavel the Judge wields), the Riddler (crushed by a giant figure of a book cut with the Judge's sword), and Two-Face, who narrowly escapes asphyxiation with the help of Batman. In these cases, the Judge himself appears before the criminals, except in the case of Two-Face, where he's seen through a TV set. Two-Face wonders how the Judge knew of a secret escape route out of his lair, and deduces Corcoran must be selling info to the Judge. Two-Face kidnaps Corcoran and his goons leave him strapped to a giant statue of Justice. The Judge, having lost his hammer to Batman previously, wields his sword to kill Corcoran. Batman arrives in time to save Corcoran by battling the Judge and rendering him unconscious. Corcoran pleads with Batman to save his career, only to reveal the Judge's identity: Two-Face.

Corcoran loses re-election as kickbacks scandals arouse around him, and it is revealed Two-Face had developed a third super-ego personality, the Judge, who was hell-bent on punishing criminals, and who was unaware he was Harvey Dent. At the end, Harvey is seen in his Arkham cell, hearing the Judge's voice in his head, and pleading guilty before an unseen jury.
