This is a photograph of MG Joseph T. Dickman, who commanded 3rd Infantry Division, 1st Corps, and Third Army during WWI. Dickman retired in 1921, which is prior to the requirement for free licensing. This photo was originally published presumably prior to Dickman's retirement.
