I have read WP:NOT dozens of times and have not identified any criteria that would not justify retention of this article. This is not an indiscriminate collection of information, it is part of a carefully planned effort at Wikiproject:New Jersey, an effort to expand the scope of information about new Jersey, an effort that has resulted in articles for every one of the 40 State Senators and 80 General Assembly members, and those for most Freeholders. Mr. Kelly is one of five members of the Ocean County, New Jersey Board of Chosen Freeholders, the body that administers a county with over 500,000 residents. Mr. Vicari is one of at least 50 New Jersey Freeholders with Wikipedia articles, which can be reviewed at Category:New Jersey County Freeholders. If there is any specific objection or issue, please let me know so that it can be addressed with this and all of the other fifty articles as soon as possible. Tag will be removed in 48 hours.
