[edit] "Washington, D.C." vs. "District of Columbia"
Although the city is popularly known as "Washington, D.C.", the local government entity is properly known as the "District of Columbia." So the mayor is not "officially" the mayor of Washington, D.C., but of the District. Same goes for the Council.
