The notice you put on the article detracts from the visual content and was designed for User talk pages, not to be placed on the actual articles. Once links have been removed, no need for the notice at the top. What is recommended is placing the comment I put at the bottom of the See also section warning users not to add links without discussion on the article's talk page. See WP:SPAM for some good suggestions and ideas for fighting spam and putting up different notices.
All efforts to remove spam links are highly encouraged on WP. The one link you removed I personnaly question only because the website article by itself is not promotional, there's no advertising, and it does add to the value of the article. On the other hand, it was added by the author which means it should first be subject to approval by other editors before posting and I do agree that it would be better to add content to an article rather than just a link.
