Joe L. Kiser is a Republican member of the North Carolina General Assembly representing the state's ninety-seventh House district, including constituents in Lincoln county. A retired sheriff from Vale, North Carolina, Kiser is currently (2003-2004 session) serving in his fifth term in the state House, where he holds the position of Republican Leader. Kiser is the former long-time Sheriff of Lincoln County.
