Joe Kelly (March 13, 1913 - November 28, 1993) was a racing driver from Ireland. He was born in Dublin and died in Neston, Cheshire, England. He participated in two grands prix, debuting on May 13, 1950. He was not classified in the results of either race, scoring no championship points, and his best grid position was 18th place.
