Jim Kastama is a Senator in the Washington State Senate. A Democrat, Kastama represents the 25th legislative district. Senator Kastama is known for his willingness to help out the 'common citizen' and that is why he proposes to add a 5.6-cents-per-gallon surcharge on the gas tax. This will give his district new highways and byways at the expense of the "common citizen"
