A city police officer from Los Angeles moves to a small town police force and immediately finds himself investigating a murder. The police officer, John Berlin (Garcia), meets a young blind woman named Helena Robertson (Thurman), to whom he is attracted. After discovering that he is on the track of a serial killer, Berlin learns that the next target is Helena. The number refers to her as potential eighth victim of the murderer. However, he is unable to convince the rest of the force of his theory, and he must single handedly protect her.
