Jennifer Dougherty (born 1961) was the mayor of Frederick, Maryland from 2002 to 2006.
Dougherty was born in Alexandria, Virginia in 1961 and raised in Washington, D.C. She graduated magna cum laude from Mount Saint Mary's University in Emmitsburg, Maryland in 1983.
Dougherty moved to Frederick in 1987 and began her first business, Jennifer’s Restaurant. In 1999 she opened "Dougherty's Irish Shop", which is managed by her mother, Mary Dougherty. Both businesses are located in Frederick’s Historic District.
In the general election of 2001, Dougherty defeated then-Mayor James S. Grimes by a margin of 59.57% to 40.43%, thus becoming Frederick's first female mayor. Her administrative style, often blasted as iron-fisted and alienating, earned many foes and ultimately contributed to her defeat in the 2005 Democratic primary by former mayor Ronald N. Young.
