A military parade in Vaasa 1918. The soldiers are Finnish Jaegers who have come to Vaasa from Germany, to participate in the Finnish Civil War. The photographer is facing south-east.

When the photo was taken, Finnish law did not grant copyright protection for photographs.
The current Finnish copyrght law (49a§) sets photo copyright expiration to 50 years after the year the photo was taken.
Either way, the photo is PD.
Public domain This image (or other media file) is in the public domain because its copyright has expired.

This applies to the United States, Canada, the European Union and those countries with a copyright term of life of the author plus 70 years.
