This is a copyrighted image that has been released by a company or organization to promote their work or product in the media, such as advertising material or a promotional photo in a press kit.

It is not replaceable fair use because it illustrates the subject during Parliamentary Questions. Scottish Parliament rules forbid private photography during parliamentary business.

The image used is of a ceremonial and not a commerical value;
The article is improved by the prominence of this image;
Which is hosted and displayed on the not-for-profit Wikipedia Encylopedia for educational purposes.
