As the article stands, there is a "citation needed" tag at the end of the sentence asserting that CDRtools is the backend for most free CD burning software. That statement is found in the article on CDRtools. What is the appropriate way to cite to another Wikipedia article?

You can't (shouldn't) cite Wikipedia in Wikipedia. It's not really a reliable source, considering that if the information in the other article isn't cited, then some random Wikipedia shlub wrote the statement, making it not good enough to be a reference. You need to either find an outside source for this statement or reword/delete it (in both articles).
