Ishtar Airlines is an airline based in Dubai, United Arab Emirates, although it is a private Iraqi airline operating scheduled passenger services.

The airline was founded by a group of former Iraqi Airways pilots.

Ishtar Airlines operates scheduled passenger services between Dubai and Baghdad (at December 2005). It has plans to expand its operations to operate from Baghdad to London and Frankfurt and from Dubai to Basra and Arbil.

Ishtar Airlines did operate a Boeing 737-200 which was delivered in April 2005, but this aircraft transferred to Iraqi Airways in August 2005.
