Isaac Samuels Pennybacker (September 3, 1805January 12, 1847) was an American lawyer, jurist and politician from Harrisonburg, Virginia. He represented Virginia in both the U.S. House (1837-39) and the U.S. Senate, and served as a U.S. Court Judge for the Western district of Virginia.
