JAXA permits the use of JAXA texts, drawings, imagery, sounds, pictures and other materials if the purpose of the use is approved as for education, public relations, or information providing. In such cases, insertion of credits is required for used texts, drawings, imagery, sounds, pictures and other materials. These items should have the saying "Courtesy of JAXA" (or if there's not enough space, ©JAXA is acceptable). [3]

Wikipedia and similar third-party use is "information providing", so is permitted providing a credit is given, as in the Mu (rocket) article.

It is also fair-use for the purpose of an encyclopedia article as it informs the general public, and the image is essentially factual. This use does not reduce any potential commercial value of the image, which is already available without charge on the JAXA public website.
