Iowa Highway 13 is a northeast to southwest route which begins in the north in rural Clayton County near the towns of Monona and Farmersburg at US Highway 52 about two miles south of where US 52 joins US Highway 18.

It continues through the town of Elkader. It briefly joins Iowa Highway 3 in Strawberry Point. Entering Delaware County, it crosses over and interchanges with the four-lane freeway, US Highway 20 in Manchester; it continues past Ryan into Linn County, past Coggon and Central City. In eastern Marion, it joins US Highway 151.

After passing Bertram, Highway 13 ends at the junction with US Highway 30 between Cedar Rapids and Mount Vernon.
