Canada (Hockey Canada) and the United States (USA Hockey) are the only members who have their own rulebook.

What does that mean? That Hockey Canada and USA hockey don't have to follow the IIHF's rules? Someone please explain this to me. How would that work? If you don't mind, can you tell me on my talk page that you replied so I don't miss it on my watch page? I'm watching a lot of pages, so it might slip through the cracks. Thank you.
