International mobile phone codes

In many countries, mobile phones are assigned dedicated calling codes within the country's telephone numbering plan. One notable exception to this type of assignment is the countries within the North American Numbering Plan (the United States and its territories, Canada, and much of the Caribbean), in which mobile phones are assigned subscriber numbers within geographic area codes.

[edit] Importance of international mobile codes

Many people, especially in the North American Numbering Plan (NANP), are not aware of the fact that calls to international mobile numbers are charged a much higher rate compared to calls to regular landline telephone numbers. For example: a popular international calling provider lists the following rates for calls from the US to the UK: 2.5 cents/min for calls to UK landlines, and 19.3 cents/min for calls to all UK mobile subscribers. As you can see the rates are highly differentiated, so it's a good idea to know what type of phone line you're calling before placing a call.

[edit] Higher rates for calls to mobile phones

Basically there are two types of numbering plans in connection with this issue:

  • plans that don't differentiate between fixed and mobile numbers, such as the NANP
  • plans with different prefixes for mobile vs fixed numbers

The main difference between the two types of telephone plans is the "calling party pays" mobile network found in countries using the latter. In other words, if you live in Romania for example and own a cell phone you don't get charged for receiving calls. The person calling you pays a higher rate, usually much higher than what they would pay for calling you on a landline. The same thing happens when a call is placed from the United States to an international mobile phone.

Mobile codes are generally assigned unique starting digits so identifying the first digit of a mobile code means identifying a mobile number.
