International Launch Services (or ILS) was formed in 1995 as a private spaceflight partnership between the United States defense contractor Lockheed Martin (LM) and the Russian firms Khrunichev State Research and Production Space Center and RSC Energia. ILS co-marketed non-military launches on both the U.S. Atlas V and the Russian Proton expendable launch vehicles.

With the Atlas V launch of the SES Astra 1KR satellite on April 20, 2006, ILS had made 100 launches, 97 of which were successful.[1]

In October 2006, Space Transport Inc., a privately held corporation, acquired Lockheed Martin's stake in ILS. ILS now provides commercial launch services only on Proton.[2]
