The International Confederation of Wiards was formed by Pierre Bonaccord, who also became the first Mugwump. Many of the countries in what is now the EU attended. Leichenstien, hwever, refused. In Harry Potter and the Order of the Phoenix, it is revealed that it was something to do with trolls. Also, goblins were disallowed.

Not much is known about him. His name means 'Peace Lover'.
[edit] Albus Percival Wulfric Brian Dumbledore
In Phoenix, it is revealed that Albus Dumbledore was Mugwump of the International Confederation of Wizards, who threw him out because he said Lord Voldemort was back. At the end of Phoenix, he is reinstated.
