What is the point of this page?

Indianapolis should redirect to Indianapolis, Indiana. In effect, this creates two separate pages on Indianapolis which are not coordinated. For example, current edits on Indianapolis,Indiana are not reflected on this page. Not to mention, the history log of Indianapolis, Indiana does not carry over to this page/

Please explain why this page was created.
