According to http://members.screenz.com/bennypostcards/ it dates from "circa 1910"; even if that date is not precise, this should be old enough to be clearly public domain. It was apparently published in territory that later became the Soviet Union, so quite possibly there is a margin of safety of over 60 years.

In the unlikely case that it is not public domain, there would still be a good fair use claim for the I.L. Peretz article.
