Hydros (Disney)

Hydros is one of the four fictional Titans that Hades sets free in Hercules. He is entirely made of ice, and has black eyes. Being made of ice, he can breathe ice storms from his mouth, encasing anything that it touches in ice.
Spoiler warning: Plot and/or ending details follow.
Hydros is defeated when Hercules uses Stratos to suck up Hydros and the other two Titans and then flings Stratos and the others into outer space.
