The Human Resource Exploitation Training Manual was an official training manual issued by the CIA for the purposes of training courses conducted in Latin American countries between 1982 and 1987.

The manual was declassified in January 1997 after the Baltimore Sun threatened legal action under the Freedom of Information Act of 1994.

Controversy has raged over the revisions made to the manual in July 1984 when the CIA was facing many public relations problems over "assassination manuals" allegedly produced for use by Nicaraguan contras. It was alleged that the CIA made certain changes to the HRET manual at this time, presumably in case it was ever released. These changes specifically related the way the manual talked about torture.
