Hello! Yeah, we unfortunately can't link to images on other Wikis. In my case, I uploaded them to the English Wiki. I made sure to fully translate all the information on the original image's page and select the same licensing. Here's what I ended up doing: Image:Swanlake1.jpg This was pretty easy because the image was released under the GNU Free Documentation License.
The other option is to upload the image to the Commons. I think this is the preferred way, because anyone can then link to the image from any of the Wikipedias. However, if the licensing is more complex (some rights retained, or the image is under copyright and claimed as fair use) you won't be able to know if the person who took the photo/owns the copyright wants it there. If you're confident in the foreign language, you may want to contact the person who uploaded the image and ask if you can put it on Commons. Hope this helps, and feel free to ask any more questions.
