Rating is set as Low even though the following issues have been raised:

  • Longevity - Character currently in print was in print in the 1940s. While true, that character's publication history is sporadic. There are long stretches where the character was not used by the publisher.
  • Legacy - The name has been used by multiple characters owned by DC. Again, true. However, neither successor has been established as highly important to the overall DC Universe, DC Comics, American comics, or comics in general.
  • Drug addiction - While this is a socially relevant issue, it has not been shown as a recurring strong element in the characters use. Further, arguments can be made that the publisher used the issue to move the character(s) off stage and glosses over it when it is raised. Hourman {Rick Tyler} is a better example of this issue being addressed, but that character is also not of High importance.

Low was originally assigned to at least remove the character from "unknown". This character could easily be argued to be of Mid importance, to super-hero comics published by DC. That does not necessarily translate to better than Low importance in comics in general.
