Hougang Primary School was founded in 2000 where it was placed in a temporary site along Yio Chu Kang Road while the new school building was under construction. That time, it in-took its first batch of Primary 1 students and its highest level was only Primary 3, where this batch of P2-3 students were transferred from other schools. It moved to the new school building located at Hougang St 93 in 2001 where it recruited its second pioneer batch of students. The school now holds many awards, including the "Lotus Award", and is notable for a young school like this. As of 2007, the school has already two pioneer batch of students that have left the school after ending their primary school education and is receiving its 8th pioneer batch of primary one students.

UPWARD ARROW IN GOLD - symbolises the school moving towards excellence through a spirit of hard work, perseverance, honesty, integrity and lifelong learning.
SHAPE OF A WATER DROPLET - emphasises the meaning of 'Hougang' in the Chinese language that is, 'the back of the river'. "Water" symbolises prosperity and life
WAVE IN BLUE - denotes HGP's drive to be vibrant and active,working in collaboration with her teachers, pupils, parents and the community.
CHILD REACHING OUT TO GLOBE - represents the quest for knowledge and the passion to touch the world with love, care and concern.
