Horlivka (Ukrainian: Горлівка, Russian: Горловка) is a city in the Donetsk Oblast (province) of eastern Ukraine. As of 2001, the city's population is 292,000. It is a coal mining and chemical industry center. Horlivka is twinned with in England.

The settlement was founded by Pyotr Gorlov in 1867, though it was little more than a series of mining camps until its rapid expansion in the 1930s.
In recent years many mines have closed, and the city's population has reduced by more than 10% during the 1990s.
