Horacio Serpa Uribe (b. 3 January 1943 in Bucaramanga, Santander department) is a Colombian politician and lawyer.

He has run for president on three occasions – 1998, 2002, and 2006 – representing the Liberal Party. He also previously served as congressman for Santander, senator, General Attorney of the Nation, president of the National Constituient Assembly, Minister of the Interior, and as his country's ambassador to the Organization of American States.
