Clearly illustrates the person in question, and since he's dead now, it's HIGHLY unlikely we'll be able to get a new, better and free replacement. Also, since the original authoring organization (The East German State) is dead, it's unlikely we'll be infringing any of their rights (However the 1st sentence best describes the rationale).
