I've personally verified this picture as coming from the service record of Heinrich Himmler since I looked at his record in 2003 as part of a journal article I was writing. I have copies of it and was told by personnel at the NARA building in College Park that it is a free and public image. It was also taken in 1926, making it 81 years old bringing into question if any other agency could still copyright to it. There seems to be a very heated effort to get this picture taken off Wikipedia; I don't understand why since its a very good picture (and a rare one) showing Himmler in an early SS uniform and could be used in several articles.
