Henry Starling is a fictional character on the television series Star Trek: Voyager. He is played by Ed Begley, Jr. on the third season episode Future's End.
We first meet Starling in 1967, when he is a young man vacationing in the High Sierra mountains of Earth. Starling witnessed a damaged 29th century timeship crashing to Earth outside his campsite, and used its contents to assist in the development of Earth's computer revolution. To that end he founded Chronowerx, a corporation based in Los Angeles, California, and introduced future technology into his company's product line. Starling even abducted The Doctor from Voyager, and constructed a mobile emitter (using 29th century technology) which enabled the Doctor to move about freely. To plunder more future technology, Starling attempted to take the timeship back into the future, but died when the ship was destroyed by the USS Voyager.
Since the Doctor's mobile emitter continued to exist, it is likely that Starling's actions were not in fact part of an alternate timeline, but were part of the established flow of history all along. Captain Janeway attributes the computer revolution of the late 20th century to Starling; it is speculated that Starling's "revolution," based on 29th century technology, is partly responsible for the fact that the Trek universe of the 20th century is more advanced than our own (with genetic engineering and deep space sleeper ships technologically viable as early as 1996).
