I have asked about the licensing from the Finnish Police. According to the Finnish Police, police cars themselves are not under any copyright, so therefore this image falls under my own copyright, and I release it under the GFDL and Creative Commons licenses. The Finnish Police forbids unauthorised use of the official Finnish Police emblems, but this image does not depict them.
